How high does a “hot spot” go?

In my city Tampa the entire downtown area supposedly has internet access. There are a lot of high rise condos going up downtown just recently and it got me to thinking. If you live high up would you get free internet? Or would it only work at ground level?

Normally a redius of about 10m indirect or 15m direct. I can access my neighbours WiFi and I am atleast 12 metres indirectly away.
